  1. Empty nation: claim it from $1. Your payment becomes its garrison.
  2. Enemy nation: pay more than its garrison and it is yours. The defender keeps nothing. That is rather the point.
  3. Your own nation: every dollar you send fortifies the garrison, raising the price of taking it from you. Paranoia is a strategy.
  4. The crown: whoever holds the most nations is Emperor of the Continent. The title confers nothing and costs everything.
